Re: Release 3.0.10

Fixes XD3_TOOFARBACK #188.

New release script runs build & test on a variety of platforms, with and without XD3_USE_LARGEFILE64.

MinGW build & test in mainline: ./configure --host=x86_64-w64-mingw32.
